The new constitution involving a two house system has been approved by the Student Council and now must be passed by a two‑thirds majority of the homerooms in order to be adopted.
This constitution will increase representation by having a representative responsible for each homeroom with the penalty of suspension for missing three homeroom reports or generally not representing the homeroom.
The constitution will allow for more effective committees by having fewer standing members from the upper house and a greater opportunity for members of the lower house or off-council members to participate in different committees during specific activities.
The checks and balances that would be in operation under the new constitution would insure that any bills passed or measures taken by the Council would be taken into serious consideration by the various groups of the Council.
All bills would have to be passed in identical form in both the upper and lower houses to be effected. If the houses were in dispute over a bill, the Executive Board would propose a compromise acceptable to both parties. Therefore, the lower house could check the upper house's power and vice versa.

Any decisions made by the president or the Executive Board could be contested by either the lower or upper house.
Under Article VIII, Section I of the new constitution the Council has adopted a new power to student advantage: "After accumulating substantial evidence concerning school policies, administrative decisions, educational inadequacies, counseling decisions, plauditable campus activity, or issues backed by a united student opinion, any member of the Student Body may introduce a motion to determine, by a majority vote, the necessity and significance of the evidence to further Student Council action."
The section goes on to state that a committee headed by the propagator of the action will be formed and required to report back to the Council within five days.
If this new constitution goes into effect, it will affect this year's election proceedings because more representatives will have to be elected; and members of the Council will have different duties next year.
