On April 8 the Maine Township district will vote on a referendum proposing the construction of a Maine-Niles junior college and a simultaneous tax rate increase.
The proposed Maine-Ni1es Community Junior College would consist of a fully accredited community college with a two-year program in liberal arts and sciences, general and adult education, and vocational work in technical and business fields.
The college district is to include the high school districts in Niles and Maine Townships. The districts will cover the suburbs of Des Plaines, Park Ridge, Niles, Morton Grove, Skokie, Lincolnwood, Golf, and specified unincorporated areas.
The building of the college would add about $30 maximum to a yearly tax bill of $1,000.
"The maximum proposed rate is 17.5 cents per $100 assessed valuation for education fund," explained Mr. Randall Rayborn, co-chairman of the college research and survey committee, "but this 17.5 cents would be the highest sum a

taxpayer would have to worry about; the rate will not rise successively each year. In fact, during the first year of the school's operation, the rate will probably be only $10."
This year junior college applications reaching the office of Dr. Richard Short, superintendent of High School District 207, numbered 1,533. According to Mr. Rayborn, this sharply indicates the need of a junior college in the district.
Mr. Rayborn also pointed out that another important fact to be considered is the increase in college applications and the much earlier closing of application deadline dates.
Three-fourths of the building cost will be assumed by the federal government. The remainder would be covered by the tax hike.
Voting will be conducted at the polls from noon to 8 p.m. on April 8. To be approved the referendum must rely on two votes: one affirming the construction of the college and one agreeing upon a higher tax rate for the district.
