Does a contest exist between Congress and the President over who should conduct American foreign policy seem to be a major campaign issue? What is the relationship between the President and Congress on the management of American diplomacy? Discuss.
That is the type of question that was asked of the 12 finalists that participated in the oral examination, Apr. 28, of the American Legion Constitution Exam.
According to Mr. Eric Edstrom, Social Science Department chairman, "There are two reasons for students to take the test. One is to pass it in order to graduate, and the other is to identify those students who did well and understood the Constitution."

The list of finalists consisted of John Brobytzke '77, Julie Carstens '77, Morris Danielson '78, Don Glass '78, Dean Hammer '78, John Kavanaugh '77, Barbara Klein '77, William Kopp '77, Michael Maday '77, Shawn Nesbit '77, Denise Pytlik '78, and Beth Reinke '77.
The American Legion exam has been a principal test, given to Social Science students, for the past 41 years. A board of legionnaires gives the oral exam and evaluates each student on his or her understanding of the Constitution.
This year's first prize scholarship of $200 went to Dean Hammer and a second place prize of $100 to John Kavanaugh. Money won in the contest is to be used for further education, college or technical school, upon graduation from Maine West.
