Yesterday the Constitution committee, which has been working on the Student Council constitution since last fall, presented the results of its work to the council. The committee feels that if changes are accepted by the school, everyone will profit. Besides the new changes, it also put into the constitution many changes already made in council.
The main alteration is proportional representation. Proportional representation is a system of voting that gives the various clubs and groups in the school a better opportunity to be represented in council, thus increasing the leadership in council and providing better representation in council. Voting under the new method will mean that a person can vote for as many people as he wishes to, but must list them by preference. This system is different from the system council is now using in the sense that instead of voting for six people and not being able to show any preference for those he is voting for, a person can vote for as many as he wants

by numbering their names in order of preference. The people counting ballots would take the choice, but if the person numbered first on the ballot has already been elected, the second choice is counted. By this method no votes are wasted by being used on a person already having enough votes to make office.
The Financial and Service committees will be dropped and their work will be given to the treasurer and Citizenship-Sportsmanship committees, respectively. That and removing Westerner, Legend, and Pep club representatives from executive board will make the board smaller and more efficient.
The Constitution committee wants the student body to understand fully and support the proposed constitution; Dick Heller '65, chairman of the committee, adds, "I feel that all of these changes are good and will benefit everyone."
