As in previous years the Westerner feels obligated to answer this query as best it can by explaining the purpose of Student Council and some of the basics of its constitution.
The purposes of this organization are to encourage the understanding of the principles of American government; to promote and increase the spirit of good will and understanding among the student body, the faculty, the administration, and the community; to foster the "Maine Way"; to coordinate student activities; to further relations with neighboring schools; and to draw up, with the administration's approval, school rules for the betterment of the students and the school.
Concerning the representatives ‑ each one has one vote in Council except for cases in which representatives are required to vote as their homerooms. Off‑Council members do not have the right to vote.

The representatives of the Student Council are required to report to their assigned homerooms at least once a week and discuss with them the business of the Student Council. Failure to report for three (3) consecutive weeks for reasons other than sickness provides grounds for suspension. As chosen representatives of the respective classes, they are required to conduct themselves as such by abiding by all school rules and by setting good examples for the rest of the students.
If any person outside of Student Council is interested in submitting any kind of idea, he is to write it down on a piece of paper, sign it, and give it to either his homeroom representative or put it in the Student Council box near the attendance office. These papers will then be given to the proper committees and perhaps put up for approval.
